Sharing My Expertise: OCI Cloud Migration for Government & Public Sector Digital Transformation

 

As an IT Project Management Consultant, I've been working on some amazing projects where we've helped governments and public sector organizations migrate to the cloud as part of their digital transformation.


In this blog, I'll be taking you on a journey through the ups and downs, sharing practical tips, best practices, and some cool strategies that we've used to make the cloud migration process smooth and successful. Let's start with my 10 best practices for creating and setting up compartments, groups, users, and policies in Oracle Cloud Infrastructure (OCI):




  1. Plan Your Compartment Structure: Design a well-organized compartment hierarchy that aligns with your organization's needs. Consider security, access control, and resource isolation when defining compartments.
  2. Limit Access with Least Privilege: Follow the principle of least privilege while defining policies. Only grant permissions that are essential for each group or user to perform their tasks.
  3. Use Compartments for Resource Isolation: Leverage compartments to isolate resources and control access. Group related resources together within a compartment to simplify management.
  4. Implement IAM Groups for Efficient Management: Create IAM groups to simplify the assignment of permissions to multiple users. Group users based on their roles and responsibilities to streamline access management.
  5. Enable Multi-Factor Authentication (MFA): Enforce MFA for all user accounts to add an extra layer of security and prevent unauthorized access.

Refléxion sur le rapport "DZIGITAL Tranformation"​

 


Avant de commencer ma réflexion sur le dernier rapport qui a été partagé par DAN & DAAS , Je souhaite remercier les auteurs, contributeurs et toute l'équipe derrière. Notamment, Ismail Chaib & Amine Lefkir.

Comme attendu, un autre rapport qui confirme que l'Algérie a fait beaucoup de bonnes et belles choses dans le domaine du digital, néanmoins, la cadence est encore très loin des attentes. Ci-dessous quelques highlights, que je vous encourage a enrichir dans les commentaires :

eCommerce et paiement en ligne:

Aujourd'hui, 82 boutiques en ligne proposent le paiement en ligne dans leurs sites Web contre 3500 au Maroc

Plus encore, 4,6% de la population ont effectués des achats en ligne, et le paiement cash à la livraison reste le mode de paiement le plus dominant

Aussi, 3,2% est le taux de pénétration des détenteurs de cartes bancaires.

Startups et fournisseurs de TIC:

Malgré le fait que, le nombre de startups a considérablement augmenté les derniers mois, elles sont toujours confrontées à de nombreux défis, principalement : manque de financement et absence de talents.

Entre 2011 et 2020, seules 3 start-up ont levé plus de 100k USD contre 13 en Tunisie et 92 en Egypte

Réglementation et gouvernance:

on constate clairement que la digitalisation fait partie des priorités des autorités algériennes, cependant, l'accélération n'est pas encore là, en raison du manque d'excellence dans l'exécution ou encore à cause de l'ambiguïté des responsabilités

10 conseils sur le eCommerce en Algérie par Jumia DZ


L'intervention de la semaine sur "Khibra Podcast". Le premier podcast en Algérie spécialisé dans l'entreprenariat (comme le prétend son fondateur Anis MOHAMMEDI :) ) été avec le CEO de Jumia Algérie. Un interview riche en conseils et surtout de chiffres sur le marché algérien du eCommerce. Dans les lignes qui suivent, je voulais partager avec vous 10 conseils partagés par le leader du eCommerce en Algérie. Mais avant, voilà quelques chiffres : 

Jumia Market en Algérie c'est : 200 employés, 47 millions de visiteurs en 2020, 800 vendeurs sur la plateforme, 60000 produits référencés, couverture nationale sur 31 wilayas.
le eCommerce en Algérie représente moins de 1 % du total retail business !

Conseil 1 : si vous optez pour un business model en marketplace, ce n'est pas la peine d'investir dans l'achat des produits, mais plutôt optez pour un modèle revendeur. Plus précisément, vous mettez à la disposition des vendeurs la plateforme et chaque vendeur sera responsable de son stock sous la supervision et le coaching du marketplace. Cela, va vous évitez de gérer des stocks, d'avoir des coûts supplémentaires, et vous laissera vous concentrer sur votre cœur du métier qui est la gestion du Marketplace et le eCommerce. Aussi, vous pouvez évoluer rapidement en couvrant plus de territoires et avoir plus de produits sur la plateforme.
Conseil 2 : le e-commerce n'est pas forcément en concurrence directe avec le offline, mais plutôt se positionne comme un canal complémentaire, car les clients continueront à acheter dans les boutiques physiques. Donc, pour les marques, investir dans le eCommerce va générer des bénéfices supplémentaires.
Conseil 3 : les trois priorités pour Jumia pour réussir le challenge e-commerce : 1) La qualité des produits 2) l'expérience client (order to cash) 3) les prix proposés
Conseil 4 : dans une situation ambiguë comme le covid ou le changement est constant et les décisions doivent être faites très vites pour s'adapter au contexte externe, la clé de la réussite et la communication et l'esprit d'équipe. Cela, doit se refléter sur toute l'équipe ou le premier but commun doit être "Tenir les promesses données aux clients". Un client qui lance sa commande doit être livré dans les meilleures des conditions.
Conseil 5 : le succès du marketplace sera définit par la qualité de ses vendeurs, c'est pourquoi, la relation avec les vendeurs doit rester une priorité. Plus précisément, les accompagner, les coacher et toujours chercher à convaincre les meilleurs à rejoindre la plateforme
Conseil 6 : le client cherche généralement une expérience et pas que le produit. C'est pourquoi, il faut réfléchir à toutes les étapes : facilité de trouver le produit sur le site web, moyens de paiement adaptés, mode de livraison rapide et adéquat, service client performant.
Conseil 7 : si vous voulez avoir des clients récurrents, pensez à avoir dans votre plateforme des produits qu'un client achète régulièrement. Aussi, le secteur qui se digitalise rapidement en Algérie actuellement est le FMCG (produits agroalimentaires). En plus, l'arrivé du Covid, a augmenté l'intérêt des clients pour deux secteurs, notamment, les produits du sport et cosmétique.
Conseil 8 : toute plateforme e-commerce doit offrir des retours. Légalement, on l'appelle le droit de rétraction et le client a le droit de retourner le produit dans les 14 prochains jours (sous quelques conditions). Pour Jumia Algérie, il est estimé entre 16% et 22% . Aussi, les retours représentent des coûts supplémentaires que tout business model doit inclure et un suivi doit être mis en place pour le réduire constamment.
Conseil 9 : Si vous vous lancer, pensez toujours a commencer petit, collecter les learnings, résoudre les problèmes, ensuite vous pouvez agrandir votre business. Un exemple : pas la peine de proposer de la livraison à Touggourt si vous n'avez pas une stratégie de coûts bien définit derrière.
Conseil 10 : il faut toujours proposer une solution à un problème qui existe et essayer de le résoudre avec une plateforme ou un produit (What is the problem you are trying to solve ) . La plateforme est juste une facilitatrice. Et finalement, prenez des risques, c'est la seule garantie d'apprendre et d'avancer.

En conclusion, personnellement, je trouve que, en tant que leader du eCommerce en Algérie, Jumia ne fait assez d'efforts pour contribuer suffisamment dans la digitalisation de l'écosystème Algérien. Et j'espère que dans le futur, nous aurions plus d'innovation (Jumia pay, paiement par facilité), d'événements et surtout de partage de données par Jumia

l'​Algérie, entre transformation et déformation digitale

 Aujourd'hui, je décide de naviguer un peu sur Facebook events dans le but de trouver une sortie intéressante qui réponds a mes attentes culturelles ou professionnelles. Aussitôt, j'atterrie sur Algeria Connect - eCommerce event. Un évènement, qui au premier regard te promets beaucoup de learnings. Malheureusement, après ma visite le constat était loin de mes attentes. 

 En effet, la première chose a remarquer est que le nombre d'exposants était a peine une dizaine d'entreprises, et la moitié des entreprises présentent avaient des stands vides. Cela, peut être justifié par l'absence de visiteurs, qui a mon sens n'avaient pas entendu parlé par manque flagrant de communication autour de l'organisation. 

 Néanmoins, comme à l'accoutumé, personnellement, je salut et j'encourage toutes les initiatives qui contribuent même très peu dans l'amélioration de l'écosystème et du digital en Algérie. Cependant, l'objectif principal de cet article et d'insister sur le fait que, le eCommerce ou la digitalisation n'est pas qu'un évènement ou le lancement d'une solution technologique mais surtout d'accompagner tous ces projets sur le terrain et d'assurer un vrai support et service après vente, sans quoi, il n'y auras pas d'impact sur l'écosystème du eCommerce et eServices en Algérie pour des différentes raisons : 

 Premièrement, tous les acteurs sont entrains de faire le focus sur la technologie, alors que le vrai travaille doit se faire sur terrain : la sensibilisation, le déploiement, l'installation, la formation, l'accompagnement et surtout le support et le service après vente. Et une simple visite aux dizaines de supérettes qui affichent paiement par carte CIB pour confirmer que le mot commun est le TPE ne marche pas 0"makach réseau"

 En plus, je ne comprends toujours pas pourquoi des organismes comme GIE ou Satim essaient toujours de contrôler et créer une certaine couche de bureaucratie au lieu de libérer le marché pour le privé ou les multinationales (checkout.com, adyen, worldpay) ou autre Gateways ou issuers. 

 Aussi, reste le talon d'Achille de l'écosystème Algérien, les banques Algériennes qui peinent à accélérer dans leur transformation et digitalisation 

 En conclusion, je vous souhaite vraiment beaucoup de courage et j'espère que des initiatives pareilles se multiplient par dizaines et centaines pour avoir l'impact et l'effet escompté.
